Treasury Secretary Scott Bessent criticized Senate Democrats on July 30 for preventing a floor vote on the CLARITY Act, a digital asset market-structure bill that cleared the House more than a year ago.

In a post on X, he accused lawmakers of yielding to pressure from Senator Elizabeth Warren and described their stance as political avoidance rather than substantive disagreement.

The remarks come as the administration increases pressure ahead of the August recess, with the Treasury and the SEC signaling coordinated support for advancing the legislation.

Legislative Status and Senate Math

The CLARITY Act passed the House in 2025 by a 294–134 vote and later advanced through Senate Banking and Agriculture Committees in revised form.

Despite bipartisan negotiations and committee progress, Senate Majority Leader John Thune has indicated the bill is unlikely to reach a final vote before the recess due to unresolved ethics provisions.

Republicans hold a narrow majority but require 60 votes to overcome a filibuster, making several Democratic votes necessary for passage.

Some Democratic supporters have called for stricter enforcement language, including clearer limits on personal crypto-related activities by senior federal officials and their immediate families.

As of July 31, prediction market data referenced by CoinMarketCap estimated the probability of Senate approval before recess at roughly 26.5%.

Administration Response and Market Context

Bessent framed the delay as a broader question of whether the United States will support domestic digital asset innovation or allow other jurisdictions to shape the market structure.

He rejected claims that the bill lacks consumer protections, arguing that key provisions would expand compliance obligations for digital asset intermediaries and align them more closely with traditional financial standards.

The legislation also incorporates the Blockchain Regulatory Certainty Act, which clarifies that decentralized software developers are not subject to certain Bank Secrecy Act registration requirements.

Bessent concluded his statement by paraphrasing a remark commonly attributed to Bitcoin creator Satoshi Nakamoto, invoking a well-known sentiment from early forum discussions.

The reference drew attention across policy and market circles, highlighting the heightened political and cultural stakes surrounding digital asset regulation.
